COLLEGE AWASH WITH TAXPAYER REVENUE

College has $23 million in reserves; didn’t spend over $2 million in general fund money

The year-end report given to the District Governing Board at the August 9, 2016 meeting confirmed the College ended the year with huge reserves and excess general revenue.  According to the data furnished the Board, the College had $11.457 million in the Plant Fund Reserve fund; $12 million in the Educational and General and Auxiliary Fund reserve), and $2 million in unspent revenue in the General Fund budget.

College Foundation doesn’t make $116,000 contribution

Budgeted revenue to support Southwest Wine program not coming in 2015-16 academic year (how is winery revenue being used?)

It was reported at the August 9, 2016 Governing Board meeting that the Yavapai College Foundation had failed to provide $116,000 in funding to the College as anticipated in the 2015-16 budget.  Although no official explanation was offered at the August meeting for the Foundation’s failure to meet the budgeted amount, earlier in the year Vice President Clint Ewell had suggested the Foundation decision to not make the donation was linked to a failure on the part of folks in the Verde Valley to support the program with donations in the 2015-16 academic year. Ewell said at the August meeting the anticipated Foundation contribution found in the 2015-16 budget  would be carried into the next year but gave no further explanation.

ACADEMIC WINERYThe failure of the Foundation to make this contribution, which has millions in its reserves, was discovered by Representative Deb McCasland who raised the issue during the Board meeting. (See Unexpended Plant Fund Report, p. 19 of 84 p report, which is contained in the agenda for the August 9, 2016  meeting.)

On another topic related to the Academic Winery, questions remain about the revenue generated from the Academic Winery and how it is being used.  According to end-of-year data furnished by the College, the Winery located on the Verde Campus in Clarkdale generated $50,893 in total revenue for the academic year 2016-17. The budget material provided the Governing Board fails to show the expenditures for the Winery during the year.  (See Auxiliary Fund, Report of Revenues and Expenditures, pl. 18 of 64, which is contained in the agenda for the August 9 meeting.)

ENDS BUDGETED YEAR WITH OVER $5 MILLION IN  UNSPENT FUNDS

The College Administration will report to the Governing Board at its meeting on Tuesday, August 9, 2016 that it ended the 2015-16 (twelve months ended June 30, 2016) academic year with over $5 million dollars in surplus revenue.  This is revenue that was budgeted but not spent in the 2015-16 budget.

money flowing like water 3The College Administration will report excess revenue in the General Fund Budget of $2,208,713. It will also report revenue in the Unexpended Plant Fund in excess of $2,770,000. Finally, it will report excess revenue in the Auxiliary budget of $123,621.

Given all the excess revenue, why did it demand in June, 2016 a fee barrier be erected for qualified students in the County-wide dual enrollment program? Recall that in June, 2016 the College indicated it needed to assess a per credit fee on qualified high school students taking dual enrollment classes and got the Governing Board to approve the increase so it could get around $100,000 in new revenue from the high schools.

Also recall that in presenting its request for a per credit fee for the dual enrollment program in December, 2015 and January, 2016 it never mentioned a budgetary need.  By the way, the new fee imposed by the College may prevent poor high school students from taking dual enrollment courses. The College does not seem to care.

The only conclusion one can reach is that  the priorities of this Administration are on buildings; not education.

WILLS ESCAPES SUMMER HEAT IN CANADIAN ROCKIES

Yavapai College President Dr. Penelope Wills found a great way to get away from Arizona’s summer heat when she attended the Post-Secondary International Network’s (PIN) 2016 Executive Leadership Conference at  Olds College, in the heart of Central Alberta held July 10-16. According to the material distributed by the Conference, Conferees and guests spent five nights at the recently constructed 82-room, Pomeroy Inn & Suites extended-stay Hotel, built on the grounds of Olds College. Amenities included Hypnos Sleep System beds with premium Eden Indulgence linens, flat screen TVs, ergonomic workstations, free Wi-Fi Internet and Keurig Coffee station with a selection of Starbucks coffee.

There was a state-of-the-art fitness facility, pool, hot tub, waterslide, and fully equipped business center. The facility also includes an onsite restaurant and lounge bar.

Also featured is the Olds College Teaching Brewery which houses the Brewmaster and Brewery Operations Diploma Program and also the commercial component for Olds College beer products. The Pomeroy Inn & Suites at Olds College has been ranked as the 17th Best Hotel for families in all of Canada.

PIN MEETING IN JULY 2016 IN CANADA

Also according to the conference literature, conferees spent two nights nestled in the majestic Canadian Rockies at an elevation of 1,522 meters at the Delta Lodge at Kananaskis. The Resort was described as the base camp to an outdoor adventure playground, offering a variety of guestrooms and suites, multiple dining and entertaining options, a full conference facility, and is home to the Summit Spa and Fitness Centre. Kananaskis Country is known for its kilometres of hiking trails, horse trails, mountain biking, backpacking and fishing. It was 45 minutes from Canmore, Banff and Lake Louise.

Current fall enrollment decline remains problematic

College says rumor enrollment down by 15 to 17% incorrect

A check with Mr. Tom Hughes who heads the Yavapai Department of Institutional Research on August 3, 2015 indicated there is no truth to the rumor that the College applications for fall 2016 are down from 15 to 17%.  

Mr. Hughes stated that “as of this morning (August 2, 2016), FTSE was down 8.0%.  It is important to understand many factors influence enrollment and comparisons to the prior year, and it is common to see a lot of fluctuation throughout the enrollment period, especially this close to the beginning of the semester.”

But still down by more than 400 FTSE since 2008/09

The most recent enrollment data for 2015-16 indicates that the Verde Campus is beginning to hold its own against the overall decline of students in the Yavapai Community College District.  Figures indicate that using Full-Time-Student-Equivalent as a measure, the Verde Campus increased by 11.3 FTSE.

A student who is full-time taking twelve credits is generally considered one FTSE.  Two students taking six credits each are generally considered one FTSE.  Six students taking two credits each are generally considered one FTSE.

The 2015-16 FTSE figure is down a little more than 400 FTSE from 2008/09.

YAVAPAI COMMUNITY COLLEGE ENROLLMENT MEASURED BY FTSE CONTINUES SLIDING

DECLINE OF 622 FTSE IN SIX YEARS; DECLINE OF 222 IN LAST ACADEMIC YEAR

Yavapai Community College measures its enrollment using two figures:  One is called the “headcount” and the most recent headcount analysis appears in a previous Blog posting.  The  analysis in this posting involves the Full-Time-Student-Equivalent number.    FTSE is  an acronym that generally refers to a standardized measure of student enrollment at a department, division, or institution.  A full-time student taking 12 credits is generally considered one FTSE. 

While the actual number of students attending Yavapai Community College by headcount has fallen by a little over 6,000 in the past ten years, the FSTE has showed a slower decline in the total number of classes being taken.  The difference between headcount and FTSE  has been explained by the College as “fewer students taking more classes.”  By taking more classes, the FTSE percentage of decline has been slowed.

However, this past academic year of 2015-16, the FTSE decline was put at 220 in data furnished the Blog by Mr. Tom Hughes, Yavapai Department of Institutional Research on August 3, 2015.  The decline is at least partly to blame on the Veterans Administration  cracking down on Yavapai’s Veterans aviation program, which it found in violation of VA regulations. With the crackdown, Yavapai has apparently lost a significant number of students in that program.

Note: In order to obtain the data, a formal public document request was made by the Blog to the President’s office.  Employees are not allowed to share this information with the public unless it has been first funneled past the President.
