FORMER SEDONA MAYOR ROB ADAMS SET TO ENDORSE PAUL CHEVALIER FOR DISTRICT #3 GOVERNING BOARD SEAT

Former mayor a strong supporter of Yavapai Community College

The Blog has learned that former Sedona Mayor Rob Adams has indicated he will endorse Paul Chevalier for the District #3 Yavapai Community College seat to be filled in November.  Mr. Chevalier announced about four weeks ago he was running for the seat and has been receiving wide-spread support from community leaders throughout the Verde Valley and Sedona. The indication of endorsement was warmly welcomed by Chevalier.

Adams, a strong proponent of the College, worked extremely hard and effectively to save the Sedona Center from being closed and sold by the College in 2015-16.  He was also instrumental in triggering an investigation that revealed the Sedona Taxing District is paying more than $6 million dollars annually to the College in property tax support (and receiving little in return for the investment).

Mr. Adams served three years on the Sedona City Council and six years as that community’s mayor. He decided not to run for office in 2016.  He has a long list of diverse community accomplishments as a public servant.  For example, he was instrumental in encouraging the establishment of a year-round culinary institute in Sedona through partnerships with Yavapai College, business organizations, and other interested parties.  The culinary institute is a part of the 2013 Sedona Community Plan.  In 2005, he was a founding board member of MATForce to combat crystal methamphetamine use and manufacture in Yavapai County. As mayor, in 2010 he co-founded the Greater Sedona Substance Abuse Committee (GSSAC) to bring MatForce programming into Sedona.  Since leaving that office Adams has made decreasing substance abuse a personal mission.

PRESCOTT FILM FESTIVAL JUNE 8 – 16 GOING STRONG WITH YAVAPAI COLLEGE SUPPORT

College provides venue, workshops, etc. for event; recall College shut down its internationally acclaimed Sedona Film Institute in 2015 that worked closely with the  Sedona Film Festival; Film festival focus now all on and all about Prescott

The ninth annual Prescott film Festival that runs from June 6 through the 16th is going strong. Recall that President Penelope Wills shuddered the internationally acclaimed film school in Sedona in 2015. Since that time, the college as directed an enormous amount of its resources toward the Prescott film Festival.  You can find the dates and times for many of the events by clicking here.

INFLUENTIAL YAVAPAI COMMUNITY COLLEGE FOUNDATION ADDS THREE NEW MEMBERS TO BOARD AT MAY ANNUAL MEETING

Diane Joens, and Stephanie Purinton join Valerie Wood and Joan Meyers on Board; Remaining 24 Board members from Prescott area

The highly influential Yavapai Community College Foundation added three new members at its annual 2018 May meeting.  They are: Diane Drexler, Chief Nursing Officer at Yavapai Regional Medical Center; Diane Joens, former mayor of Cottonwood; and Stephanie Purinton, owner of Bella Vita Healthcare located in Cottonwood.

It was not clear from the press announcement from the College whether these appointments were to be added to the current 28 Board members or that they were replacing three members who left the Board. 

The Foundation’s composition is hardly representative of the County. While the east side of the County accounts for more than 70,000 residents and the West side about 140,000, the Board membership is 24-4 in favor of the West side of the County. Furthermore, the College administrators, despite what some believe is a direct conflict of interest, remain on the Board.

There are two District Governing Board members on the Board, Pat McCarver and Steve Irwin, who are listed as Foundation Board members (liaisons).  Traditionally, there is only a single member of the Governing Board “elected” as liaison by the Governing Board.  However, apparently because he recognizes the enormous influence the Foundation has on the direction of the College, Steve Irwin asked to be appointed to the Board. Both are members of the West County voting bloc that controls the District Governing Board.

There are 28 members of the Foundation Board with seven Foundation executive committee members including Dr. Penelope Wills. Only a single member of the executive committee, First Vice President Valerie Wood, is from the Verde Valley. Of the 21 remaining directors, only three, Joan Meyers, Diane Joens, and Stephanie Purinton are  from the Verde Valley.

Joens is the former mayor of Cottonwood who lost an election in 2016 for County Supervisor to Randy Garrison.  Purinton is a certified nurse midwife and women’s health nurse practitioner in Cottonwood. Joan Meyers is President, Friends of the Southwest Wine Center. Valier Wood is President and Certified Executive Coach of Valerie Wood and Associates, LLC., where she provides commercial real estate consulting and helps motivated leaders and businesses improve their performance and quality of life.

UPGRADED YAVAPAI COLLEGE RADIO ANTENNA FOR EAST SIDE OF COUNTY

Will improve communication

The Clarkdale Town Council may take action on a memorandum of understanding tomorrow June 12, 2018 between Yavapai County Community College and the Town regarding the placement of a radio communications antenna.  According to the college, the installation of the antenna will improve radio communications in the Foothills area.  New leather information was available.  Source of information: Town of Clarkdale (Verde Independent)

WILL RAY SIGAFOOS RUN IN NOVEMBER FOR HIS SEAT?

Tells Governing Board he has medical issues but offers no specifics

There is a question whether Ray Sigafoos, who represents District 1, will run for his seat on the College Governing Board in November.  At the May Board meeting, he indicated that he had certain medical issues at the present time.  His present term expires: December 31, 2018.

Sigafoos has lived and worked in Prescott for almost a half century, all of the time as a resident of District 1. Tim Carter and a committee appointed Sigafoos from among four applicants for the Board position that opened in October 2005 when Board Member Ed Harris died.

District 1 includes the following: Badger, Bagdad, Castle Hot Springs 1 and 2, Congress, Copper Basin, Hidden Valley, Hillside, Holiday/Well Fargo, Kirkland, Mile High, Miller Valley East and West, Montana, Mountain Club, Northside, Pine Knoll, Pine Lakes, Ponderosa, Prescott Heights, Prescott Northwest, Prescott South, Prescott Southwest, Prescott West, Rincon, Rose Lakes, Senator, Skull Valley, Taylor Hicks, Thumb Butte/Dearing Pk, Walnut Grove, White Spar, and Yarnell.

MULTIMILLION DOLLAR LAWSUIT TO DETERMINE WHETHER YAVAPAI COLLEGE TOOK SUFFICIENT STEPS TO INFORM VA OF ENROLLMENT CALCULATION HAS TWO DIFFERENT STORIES

College witness says she discussed method of calculating 85/15 Rule with VA; VA witness does not recall such conversation

The multimillion dollar lawsuit between the former director of aviation programs at Yavapai College, Dan Hamilton, and the College is headed for a jury trial.  If it is not settled, the jury will be asked to decide whether the College took sufficient steps to inform the VA about how they were calculating the 85/15 rule. Hamilton alleges that Yavapai College and its airplane program partner, NorthAire Aviation, violated the Veteran’s Administration funding rule that limits VA beneficiary enrollment to 85% in any program.  (In other words, the program must have at least 15% of its enrollees as civilians.)

In his most recent rulings, Federal District Court Judge Murray Snow wrote that there are “competing issues of material fact as to whether the VA explicitly authorized” Yavapai College to use the calculation it did to arrive at an 85/15 ratio.  The conflict in testimony is between the College’s Certifying Official, Ms. Aldrich, and the VA representative, Ms. Swafford.

According to the Judge’s memo, Ms. Aldrich testified during her deposition that she personally discussed Yavapai’s method of calculating the 85/15 Rule with VA representative Ms. Swafford. Ms. Aldrich testified that Ms. Swafford told her that it was proper for Yavapai to compute one 85/15 ratio for the entirety of its degree program, and that the 85/15 Rule did not require separate calculations for each concentration within the program.

However, Ms. Swafford testified at her deposition that she does not recall having any such conversation with Ms. Aldrich in December of 2012. Furthermore, Ms. Swafford testified that Yavapai never explicitly asked whether it could comply with the 85/15 Rule if it combined the four concentrations of the AVT program into a single ratio.

A jury will be asked to resolve the conflicting testimony.

COLLEGE ANNOUNCES NEW COSTUME AND FASHION PROGRAM IN COMPLETELY RENOVATED PERFORMING ARTS BUILDING ON PRESCOTT CAMPUS

Courses now open for registration; no comparable program or facility on Verde Campus or Sedona Center

Yavapai Community College unveiled  its new Costume and Fashion Program May 24 in the recently renovated Performing Arts building, on the Prescott Campus. The program will be led by Yavapai Community College Performing Arts Costume Designer Gaea Steinbach.  Prescott residents saw her creations in recent College musicals presented on the Prescott Campus, including Little Women, Into the Woods and Beauty and the Beast.

According to the Community College, “YC’s Costume and Fashion Program starts with the basics – Costume Construction I (THR 124) and Fashion Illustration (THR 221), available in the Fall 2018 semester – before expanding into the nuances of garment creation and the history of fashion design.”

Registration for the program opened on Monday, April 16, and classes are taught in the completely remodeled Performing Arts building, which opened earlier this year with a state-of-the-art costuming space. The College wrote that ”Students are also eligible to work backstage on College theatrical performances. These give students an opportunity to work in a production environment, merging their skills with the deadlines and conditions that professional designers work with every day.”

WILLS GOVERNING BOARD UPDATES CONTINUE TO REDUCE INFORMATION GIVEN TO PUBLIC

Updates seem to be getting shorter and shorter; no Facility Management update since February 2018

If you’ve watched the Yavapai Community College Governing Board meetings for a period of time, you are aware that the Facilities Management team has traditionally done an excellent job of keeping the public informed of the progress on various construction projects within the District.  The team provided the information as a part of President Wills report to the Governing Board at each meeting.

The Facilities Management Team report contained updates on all significant construction projects and photos of many of those projects.  However, since February of this year, Willes no longer has included this report in her monthly update.

The result, of course, is to keep information about the development of various projects from the eyes of the citizens of the County.  Hopefully, a new president will be actually transparent and reinstate reports such as the Facilities Management Team report along with many others.  The Blog believes it is time that the citizens of the County be allowed to see how their millions of dollars in tax revenue is being used.
