DACA STUDENTS MUST PAY OUT-STATE TUITION

ARIZONA COURT OF APPEALS REVERSES LOWER COURT DECISION IN CASE INVOLVING MARICOPA COMMUNITY COLLEGE

In a case involving Maricopa Community College, the Arizona Court of Appeals ruled that Deferred Action for Childhood Arrivals (DACAs) are not eligible for lower in-state tuition because they are undocumented students. DACA students were brought to the United States by their parents when the students were minors.

Maricopa County Superior Court Judge Arthur Anderson had ruled in May 2015 that  Arizona law did not bar benefits to immigrants lawfully in the country.  You may read the ruling from the Appeals Court by clicking here.

As a result of the ruling, student tuition for DACA students could more than double at community colleges and state universities in Arizona. DACA is known as the protection given Deferred Action for Childhood Arrivals from deportation by former President Obama. The Arizona Republic newspaper reported that about 240 current DACA students at the state’s universities and a little more than 2,000 DACA students in Maricopa Community Colleges are receiving lower, in-state tuition rates.  You may read the full Arizona Republic article by clicking here.  

The Arizona Republic reported that the in-state rate for undergraduate students at ASU is $10,640 this year compared with $26,470 for non-resident students. At Maricopa Community Colleges, the in-state rate is $86 per credit hour vs. $241 for non-residents. Maricopa Community Colleges has 2,056 DACA students, according to Matthew Hasson, a college spokesman who was interviewed by the Arizona Republic.

The ruling is expected to be appealed to the Arizona Supreme Court and then, regardless of who wins at that level, to the United States Supreme Court.

BOARD APPROVES IGA BETWEEN COLLEGE AND VALLEY ACADEMY FOR CAREER & TECHNICAL EDUCATION

Valley Academy high school students and College students to take classes together on East side of the County; College to count students in enrollment and charge substantial fees

Under an Intergovernmental agreement between Yavapai College and the Valley Academy for Career & Technical Education high school and Community College students will be taking nine classes together (concurrently) in the 2017-2018 academic year. The agreement was unanimously approved at the June 13, 2017 Governing Board meeting.

Under the agreement, the College and the Valley Academy will simultaneously offer the courses.  The College will count the high school students as College students and they will receive college credit for successfully completing a course.  Fees for each course are from $300 to $400, depending on whether it is a three or four credit course.

This arrangement differs from dual enrollment classes where high school students can obtain both high school and college credit in a particular course.  First, the fee in a dual enrollment class is $10 per credit.  Second, dual enrollment classes are taught at high schools by qualified high school faculty.  Third, adults are normally not allowed in dual enrollment classes.

Both dual enrollment and the concurrent classes are counted in the College’s annual report on students taking credit courses.  With the decline in traditional students over the past years, the College needs the dual enrollment and concurrent enrolled students to try and stem the enrollment decline.

LEGISLATOR WANTS TO RESTRICT HOW COLLEGE STUDENTS VOTE

Representative  Bob Thorpe would require  students who want to vote to do so only by signing up to get an early ballot from where they were living before they became students

If Flagstaff legislator Bob Thorpe has his way, students attending Yavapai Community College  could not vote in Arizona elections unless they were Arizona citizens before moving to the Campus.  A similar proposal introduced by him earlier this year died when Representative  Doug Coleman, (R-Apache Junction) refused to even give it a hearing in the House Government Committee that he chairs.

In a ruling, upheld without comment in 1979 by the United States Supreme Court, the Court of
Appeals said students can choose whether to register to vote where they live while at school or at their prior home address.

GOVERNING BOARD BEHAVIORS NEEDING IMPROVEMENT

Not listening, few or no questions, lack of setting direction for Community College

In May, the District Governing Board assessed areas where its behaviors needed improvement. Representative Deb McCasland pointed to three areas where she believed Governing Board behaviors needed to improve.

She said the Board needed to set direction for the Community College. It should not sit on its hands and approve  only administrative proposals. She also said that the Board was not listening to its ownership input. Finally she indicated concern that there are either no questions or no discussion about important issues affecting the College from a majority of the Governing Board. The Board behaviors assessment, which was made public at the June 2017 Board meeting,  is set-out below.

SEDONA RED ROCK HIGH SCHOOL OFFERING THREE DUAL ENROLLMENT COURSES IN 2017 – 18

Students receive both high school and college credit upon successful completion

In an Inter-Governmental Agreement approved by the Yavapai College District Governing Board at its June 13, 2017 meeting the Sedona Red Rock high school will be allowed to offer a total of three dual enrollment courses in 2017 – 18. Under the agreement, the high school provides space, qualified faculty to teach the courses and almost all of the other expenses associated with the program. Yavapai Community College will provide appropriate college credit for students who successfully complete a dual enrollment course and some oversight.

It is noted that in a similar agreement that Mingus Union High School was allowed to offer 16 dual enrollment classes while Camp Verde High School was allowed to offer 15 dual enrollment classes.

YAVAPAI COLLEGE SURPRISINGLY HAS NO 2017 SCHOLARSHIPS FOR MINGUS GRADUATES

ASU, NAU and Arizona University award total of 29 scholarships; Wicks argues YCC should focus more on education in its mission statement

According to Ruth Wicks, a long-time retired Mingus Union High School educator, it was surprising that there were no Yavapai Community College scholarships awarded to Mingus Union graduates at the May 16, 2017 Scholarship and Academic Honors ceremony held in Cottonwood. Mingus Union High School is the largest in the Verde Valley with about 300 graduates. Wicks urged the Governing Board to place greater emphasis in its mission statement on education. She implied that with greater emphasis would come more scholarships for Yavapai County high school graduates from Yavapai College.

Wicks’ noted that a total of 29 scholarships were awarded by Arizona State University, Northern Arizona University, and the University of Arizona. She also noted that because Mingus Union high school is a prime recruiting ground for Yavapai Community College, absence of scholarship winners attached to the name “Yavapai Community College” was surprising. Her presentation to the Governing Board is below.

WHY ARE ATHLETIC SUMMER CAMPS/CLINICS ONLY ON WEST SIDE OF COUNTY?

Athletic camps for boys and girls ranging in ages from five – 16; apparently no scholarships for under-served

Yavapai College offers a series of athletic activities over the summer months. However, the activities are offered at sites only on the West side of the County. No similar activities are offered in the Verde Valley or anywhere outside the Prescott/Prescott Valley area. There are also two “tryout” (prospect) camps where high school student athletes may demonstrate their skills.

Several of the activities are free while others are available only upon payment of fees. The range of fees charged runs from $40 to as much as $400. There are no scholarships listed for the under-served in the County who may be unable to afford the fee.  (Click here to go to web site.) The following is a list of the programs taken from the College website.

Soccer Clinics

Members of the 2017 Yavapai Soccer Team will be conducting a free soccer clinic at Mountain Valley Park in Prescott Valley on Saturday, August 12 and in Prescott

Free Soccer Clinic – Saturday, August 12, 2017 (Prescott Valley) Boys and girls ages 5-16 are eligible to participate. No registration is required.

Free Soccer Clinic – Saturday, August 19, 2017 (Prescott). Boys and girls ages 5-16 are eligible to participate. No registration is required. 

Baseball Camps

May 14, 2017 Prospect Camp. The tryout camp is also geared toward Sophomores and Juniors wishing to get a head start on the recruiting process.

June 5-7, 2017 Baseball Day Camp. You will be placed in a group matching age and ability to maximize your learning experience. Fee $75.

July 16-19, 2017 Baseball Overnight Camp. You will be placed in a group matching age and ability to maximize your learning experience. Fee: $175 / $400 (commuter and overnight rates).

Volleyball Camps

Volleyball Youth Clinic (Grades 1-8) May 30 – June 1, 2017. Fee $40.

Volleyball Youth Camp (Grades 1-8) June 5-7, 2017. Fee $150.

Volleyball Elite Camp (Grades 6-12) June 8-10, 2017. Fee: $200 Commuter / $300 Resident.

Nike Volleyball Camp (Grades 5-12) July 14-17, 2017. Fee (Individual): $350 Commuter / $450 Resident.

Softball Camp

Prospect Skills Camp – Sunday, October 23, 2016.  The annual Yavapai College Softball Prospect Skills Camp’s purpose is to promote exposure to Yavapai College by high school student athletes as well as all other ACCAC softball programs. Geared toward Freshman, Sophomores and Juniors wishing to get a head start on the recruiting process. Seniors may also attend if uncommitted. Fee is $85 per student/athlete and comes with a FREE T-SHIRT. All Star game is an additional $50 per student/athlete.
